A progress wheel.

Progress wheels are the elements placed at the end of every puzzle in The Talos Principle 2.

When the player reaches a progress wheel and activates it, a progress spark is freed and flies towards the area's progress gate. Simultaneously, a miniature of the area's tower rises from the center of the wheel.

The number of blue lights around a progress wheel serves as a reminder of the player's progress in an area.
